Will this set up work for a 29 gallon tank?

I am waiting for the tank to cycle and in the meantime I am trying to figure out what fish to get. I know I have asked this question before with different fish but the more I learn the more I tweak. Hope I have it right this time. Here is what I want to get.

8 cardinal tetras
6 guppies (3 emerald 3 fancy tail, all boys)
3 corry catfish (either blue or peppered)
1 dwarf pleco
1 snail (mystery?)

Will this work together? I wanted to get 6 harlequin Rasboras to offset the colorful tetras and guppies but was told that would overstock my tank. Are there any other docile non-schooling fish that I could have just 2-3 of? Or would that be too much as well?

Oh, also do my cory catfish need a sand bottom or is my rock ok?
